What Does the Ballot Proposal Mean?
The ballot language says “increase,” but, in fact, this proposal is for a millage renewal. The term “increase” must be used in the ballot language because the current library tax expires on December 31, 2009, and the millage rate reverts to zero.
Ballot Proposal
Shall the limitation on the amount of taxes which may be imposed on taxable property within the Kalamazoo Public Library District be increased in an amount not to exceed 2.7782 mills ($2.7782 on each $1,000.00 of taxable value) for a period of 20 years, beginning in the year 2010 and ending in the year 2029, inclusive, as a renewal of that portion of 2.88 mills previously authorized by the electors of the Library District in 1990, which has been reduced by the Headlee Amendment to 2.7782 mills in 2008, for the purpose of providing funds for Library purposes? It is estimated that 2.7782 mills would raise approximately $ 8,600,000 when first levied in 2010.
